Meeting Minutes

Call to Order

Chairman Doug Conner called the meeting to order at 12:22 p.m.

Approval of Minutes

Roy Reynolds moved to approve the minutes from the July 6, 2011 meeting.  The minutes were adopted unanimously.

Old Business

·         Discuss plan for a New Forum on CTE and Sponsorship Ideas

Commissioners discussed plans for hosting a forum on technical education and getting local businesses and universities to serve as co-sponsors in an effort to inform citizens and businesses about the job market for students and people who have certifications in areas with technical expertise.   Logistics of forum location and date were discussed as well as possible presenters including Richmond Technical Center & J. Sargeant Reynolds.  A possible forum location was “Play” located at 1801 E. Cary St. Richmond, VA. 

·         Draft Mission Statement

Commissioners agreed on a mission statement and vision.  The mission states:  To provide ways of enhancing educational and economic opportunities for students in fields requiring career and technical education; and to enhance relationships of employers, laborers, and educators in order to improve the economic well-being and career opportunities for youth and transitioning adults.  The vision states: A future of lifelong learning, training, and economic opportunity for all Richmonders. 

New Business
·         Manchester Bidwell’s invitation to the NCAT meeting in Cleveland, Ohio on September 26th

Councilman Conner invited members to attend the annual National Center for Academic Transformation’s annual conference in Cleveland, Ohio.  Mr. Conner suggested that the commission send at least one individual to the conference.

·         Reports
Rayford Harris presented a report on the Perkins Educational Grants.  The report contained information on the creation of the grant as well as how Richmond Public School System implements the Perkins Act.  Johnny Cates reported that recommendations need to be made to the Richmond Technical Center regarding medical assistants and the new practice changes in the profession regarding standards. 

·         Discussions

The commission discussed developing a process by which businesses and laborers can partner up with the Richmond Technical Commission as well as developing a possible subcommittee on bringing Job Corps to Richmond in the future.  Councilman Conner also discussed developing an ad hoc subcommittee to visit Workforce Alliances in the city of Virginia Beach, Arlington and the surrounding cities.  Mr. Conner stated that the commission use one of its vacant seats to add someone from the hospitality industry in Richmond to the commission.

There being no further business, the meeting adjourned at 1:35 p.m.
